Borrell The reference documents for the best available techniques, the BREFS, are the main reference documents used by the competent European authorities when granting the permits so that their industries can operate in the most sustainable way possible. Industrial production processes account for a large part of pollution in Europe. 50,000 industrial facilities and large production farms use water and raw materials for their operation. Each member state is responsible for granting permits for these facilities to operate. In order to ensure environmental and healthy levels for all, European populations, common emission levels have to be agreed for all of Europe. These levels are established by the European Office for Prevention and Integrated Pollution Control.
